We are pleased to present our latest policy recommendations on the European Union’s Strategy for the Rights of Persons with Disabilities 2025–2030.
EUD fully supports the Strategy’s goal of removing barriers and ensuring the full inclusion of persons with disabilities in line with the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). However, systemic barriers persist for deaf people, particularly regarding their linguistic rights as national sign language users.
Our policy paper highlights the critical need for the European Commission to prioritise sign language rights in its upcoming Action Plan 2025–2030. We outline key recommendations across accessibility, employment, healthcare, migration policies, and institutional inclusion, ensuring that deaf people can access their rights on an equal basis with others.
We call on the European Commission to implement these recommendations, taking decisive action to include deaf people in EU policies and funding frameworks. This is an essential step toward achieving the EU’s goal of a ‘Union of Equality.’
